I saw a rather interesting DIY version of these on a show on Discovery where they cut the bottom part of a pair of gumboots / wellington boots off (from around the ankle).

They then tucked the remaining upper section into the tops of their hiking boots thus having their legs from the ankle up to just below the knee protected.
