Frankfort and Yellowfish "poaching" ?

Hi Guys,
One of my clients took some pictures this past weekend while in Frankfort of local people selling Yellow-fish on the road side, is this legal and who should I send these pictures to ?
I have already emailed the secretary of the YFWG, there are a number of photo's and enough detail that one can ascertain where this is happening.

I suppose they come from the Wilge river.The thing is the locals will not have a clue about conservation.This same thing happens at Van derKloof and probably along most rivers in SA.The big issue is to get them to return Largies.Problem with that is the fish are usually bigger and there is no way a hungry or moneyless person will return a possible meal or R50 worth of fish.
If we cant teach them to pick up litter how the hell are we gonna teach them conservation
