Yes, section 14 prohibits hunting in all nature reserves.
Regarding bow hunting in general, the legislation has been updated: for the 2016 hunting season section 29 (i) of ordinance 19 of 1974 which prohibits bow hunting in the Western Cape has been suspended for certain animals subject to specific requirements. The information is available for download from Cape Nature's website. According to this list trout are not one of the species which may be hunted with a bow and arrow.

The list of fish is classified as endangered species by Cape Nature.
Trout is not an endangered species.
However trout is still classified as a fish and the Act states clearly how fish may not be caught endangered, protected, common species or alien species.
I have placed the link to the full act that people are welcome to go and read.
It will also be noted that a bow and arrow is seen as a weapon and there fore you must the required permits to hunt with it.
