Trout eat fairly large frogs and lizards, so I think a popper would definitely look like food to them. A trout I caught at Highmoor had a small snake in it's belly.
I had a similar experience on Sterkies while popping for bass. As nice SM yellow decimated the popper and took off like the wind. I was rather surprised when I landed it!
