You need to adjust your thinking tjom, brave is a synonym for stupid, when you are being held at gunpoint or shot at, which is what happens at these two dams.

These two dams are smack dab next to locations, I would be surprised if, like with virtually every other dam these days, these two dams are also not subject to netting by the locals.
