Jade, based on your thoughts above and semi-reasonable upstream navigability, my R0.02 on where to stay is somewhere between an upper boundary of 30 30.36 S ; 25 24.13 E and a lower boundary of 30 33.91 S ; 25 19.65 E.
This would give you a total of about 9km of water to work with.
Road access to about the middle of this stretch looks feasible from either the north or south side, assuming it falls within your permission range.

Also, you may want to consider a prop guard like one of these:

I've fished the section below Gariep probably 5-6 km down. It's full of fish, but the water has always been pretty muddy(smallies don't seem to mind). It's nothing like the clear water below VDK.

I've always wanted to do a camping trip travelling up VDK dam towards the inlet. You could do it with an Ark without worrying about rough water conditions, and you can travel 100km odd when the dam is full! I know that guys Kayak up the dam camping along the way.

No idea. You made need to find a friend with a welding kit.
