    I think this would be an excellent initiative. In fact ANY action in this respect I reckon would be an excellent initiative!

    A couple of genuine queries:

    - Am I right in saying anyone legitimately fishing a CPS beat is obligated under the permit to report any transgressors, including 'ignorance is no excuse' flyfishers on the wrong beat? I guess this wouldn't apply to the grey area of asking for proof that another fisher has a valid permit or not?

    - Under the proposed Honorary Ranger system, I would imagine a Ranger would have a bit more clout, being duly authorised by Cape Nature? What would 'limited powers' which Andre mentions, actually entail, or is this still under discussion?

    - Just selfishly restricting my queries to the actual beats on the various streams under CPS control.
    Are they 'right of way', i.e. may anyone walk through the beats or swim or otherwise use the waters, or is a separate type of Cape Nature permit required?
    Would Rangers work in pairs for security and safety reasons? I mention this in case a Ranger were to injure him-her self or sustain a snake bite as well as the obvious threat of nasty types of poachers and possible ensuing violence.
    Are all the beats within mobile phone reception? Again I mean this from a safety and security aspect. If a Ranger was to see an especially bad flouting of the rules, could he-she phone for official 'back-up' of whatever nature, and would the back-up be effective and speedy? If it was the police, I guess they'd take 'quite a while' to respond as they would have or claim to have more serious problems on their hands?
    I presume 'one size fits all' and any transgressors would be automatically told to leave the water? If it's a bunch of menacing thugs, maybe the Ranger could try take discreet photos of their car reg number, as asking for their permits and ID's may not be well received?

    Bearing in mind the nature, expanse and remoteness of the terrain, how manageable or controllable could the Rangers make this operation?

    ++

    I mention the above concerns as we've had to address them at our club for people illegally fishing our water. We are lucky in that our water is on private property and I have security accessible within a minute or two, so everything is readily controllable. We can also decide if the transgressors are, say, some little kids merely wanting to catch baby kurper for fun in which case we can be a bit lenient, or if they are more sinister elements where security are necessary to escort them off the premises, or at worst lay charges.

    ++

    As I said at the outset I'm not trying to 'pooh-pooh' this excellent idea, I'm just concerned as to how specific areas would be addressed and resolved so as to make the exercise effective and also safe for the Rangers giving up their valuable time?

    I was once interested in becoming an honourary ranger myself, but came to the realization that I was more trying to fullfill a glamourous childhood dream. One (the same 'one' that Roland was refering to in another thread ) has to be careful that one is not applying for similar reasons, i.e. the glamour that goes with a title of honourary CNC officer.

    We are all fly fishermen afterall, and not policemen. Think carefully about it. Are you really going to patrol the beats without your rod...ever? Are you really going to find the time aside from your current allocated fishing time and necessary time with your family? Come on guys, tell me another one! If you had to really think about it carefully about it as I did, the answer would be NO!

    If you are chasing the title and not 100% serious about the work that needs to be done...and I mean PROPERLY (without your fly rod in hand), then rather don't bother. It is too important a job!

    Alternatively, CNC should just make every single CPS member a honourary ranger, finished and klaar! At least this way there will be a ranger on every beat!

    Due to an almost total lack of interest, the honorary ranger programme has fallen flat. We were hoping for at least 30 candidates, but we had about three. We are going to have to re think this strategy.

    I did'nt even see this thread untill now. I honestly think something must be done, but I also want to see Cape Nature doing something first, as this is their area....After my last experience on SB6, Yes I want to be able to tell poophall, that he can't fish there, but what backup are you going to have? In the last 2 years on the streams, and especially last year, we fished every single weekend.
    I have never seen a Cape Nature guy. I want to help wholeheartedly(sp), but I also want to see Cape Nature there at least 9 times out of 10, so then we can say...."sheet a brick, these ous need a break." But then, Joe, must'nt be sitting in the bakkie watching the 20 people swimming below the bridge on SB6, He must do something about it.
    You will be shocked at the litter around that area. We were walking on the path from Junction pool, to the road..on the path, and you have to step past toilet paper and a doodle. On the friggin path.
    Andre, put my name in permanent marker pls, but before the rotenone begins....maybe they can start with Cape Nature things first .....???
    Behold the fisherman. he riseth early in the morning and disturbeth the whole household. mighty are his preperations. he goes forth full of hope and when the day is ended, he returneth smelling of strong drink and the truth is not with him. originator unknown.
