    I'm sure it's a joke,

If it weren't, who's going to enforce it cause I can't remember the last time I was asked for a fishing licence.

If they wanted a closed season I would hope that the authorities would have the understanding that it would be much more benificial to have a closed season over the first spawn, not winter. The dates smack of trout spawning closure, hence I also believe that it's a joke.
Fly-fishing surpasses the need to actually catch a fish, it becomes a mindset, and with time, an obsession.

Lord, grant that I may catch a fish so big that even I,
    When speaking afterwards,
May have no need to lie.

They have used Rotenone in the US, but then again, they also did first build hatcheries and establish a restocking program for the treated stream/rivers with the original strain of trout before using it.

They've also used electro shocking quite successfully in the states - but like you said they restocked properly too - and they also made sure that there were decent migration barriers in place.

It's much too easy to to just poison a river, electro shocking means you would have to actually do some work and use some gray matter.
